The government denies any responsibility.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>Police say he had two bullet wounds and they are questioning a security guard and barmaid who worked at the bar.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>&#8220;They&#8217;re helping with investigations,&#8221; Ibn Senkumbi told news agency Reuters.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>Police say Mr <span style=\"color: #ff0000;\">Ingabire<\/span> was drinking with an unidentified man at the bar near Makerere University when has killed.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>They say they have recovered Mr Ingabire&#8217;s phone, which they say should tell them who he made contact with prior to his death, says the BBC&#8217;s Joshua Mmali.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>Well-known Rwandan exiles were quick to point the finger at Rwandan security forces in posts on social media websites.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>The Rwandan government has rejected allegations that it targets its opponents abroad as &#8220;preposterous&#8221;.<\/em><\/p>\n<h2 style=\"font-style: inherit; text-align: justify;\"><em>&#8216;<span style=\"color: #ff0000;\">Very very insecure<\/span>&#8216;<\/em><\/h2>\n<p style=\"text-align: justify;\"><em>Godwin Buwa, a legal adviser at Uganda&#8217;s Refugee Law Project, who had assisted Mr <span style=\"color: #ff0000;\">Ingabire<\/span>, told the BBC he was &#8220;deeply saddened&#8221; by his loss.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>&#8220;He told me quite a number of times how insecure he [was] and we co-ordinated to find some kind of security for him,&#8221; he said.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>He said Mr Ingabire had been rejected as a candidate for resettlement by the <span style=\"color: #ff0000;\">UN<\/span>&#8216;s refugee agency, the <span style=\"color: #ff0000;\">UNHCR<\/span> &#8211; despite &#8220;ample evidence that he was very very insecure&#8221;.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>A <span style=\"color: #ff0000;\">UNHCR<\/span> refugee protection officer told the BBC he was unaware of the murder and could not comment.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>Seventeen years ago up to <span style=\"color: #ff0000;\">800<\/span>,<span style=\"color: #ff0000;\">000<\/span> people died in a genocide in Rwanda.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>Since then, the country has been feted by Western donors and investors, but human rights groups say they are concerned about growing political repression.<\/em><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone  wp-image-10190\" src=\"https:\/\/egretnews.com\/wp-content\/uploads\/2017\/06\/Ingabire-funeral-300x202.jpg\" alt=\"\" width=\"720\" height=\"485\" srcset=\"https:\/\/egretnews.com\/wp-content\/uploads\/2017\/06\/Ingabire-funeral-300x202.jpg 300w, https:\/\/egretnews.com\/wp-content\/uploads\/2017\/06\/Ingabire-funeral-500x336.jpg 500w, https:\/\/egretnews.com\/wp-content\/uploads\/2017\/06\/Ingabire-funeral.jpg 595w\" sizes=\"auto, (max-width: 720px) 100vw, 720px\" \/><\/p>\n<p style=\"text-align: justify;\"><em><span style=\"text-decoration: underline;\"><span style=\"color: #ff0000; text-decoration: underline;\">The Microfinance Institution<\/span> (MFI)\u00a0<strong>Ongera<\/strong>\u00a0<span style=\"color: #ff0000; text-decoration: underline;\">was closed in Rwanda in June 2006 as part of a major crackdown by the National Bank of Rwanda (BNR) on8-9 insolvent microfinance institutions. The closure was driven by a severe liquidity crisis, mismanagement, and fraudulent activities within the institution<\/span><\/span>.\u00a0<\/em><\/p>\n<p style=\"text-align: justify;\"><em>Key reasons for the closure of Ongera, along with others like Gasabo and Intambwe, included:<\/em><\/p>\n<p style=\"text-align: justify;\"><em><strong>Mismanagement of Funds:<\/strong>\u00a0Investigations by the Central Bank and prosecution revealed that managers of these institutions were involved in mismanaging depositor funds.<\/em><\/p>\n<p style=\"text-align: justify;\"><em><strong>Poor Credit Management and Default:<\/strong>\u00a0The MFIs suffered huge losses due to weak credit management, which led to a high volume of non-performing loans.<\/em><\/p>\n<p style=\"text-align: justify;\"><em><strong>Fraudulent Lending:<\/strong>\u00a0Reports indicated that some managers authorized large, improper loans to friends or relatives. Some clients obtained loans by depositing invalid cheques as security.<\/em><\/p>\n<p style=\"text-align: justify;\"><em><strong>Liquidity Crisis:<\/strong>\u00a0The institutions ran out of cash (liquid), leaving them unable to meet their obligations to depositors.<\/em><\/p>\n<p style=\"text-align: justify;\"><em><strong>Lack of Skilled Personnel:<\/strong>\u00a0Many of these institutions struggled with a lack of professional skills in handling financial operations.\u00a0<\/em><\/p>\n<p style=\"text-align: justify;\"><em>Following the closure, the Rwandan government intervened to protect depositors, paying back 50% of the money owed and attempting to recover the rest by pursuing the culpable managers and fraudulent borrowers.\u00a0<\/em><\/p>\n<p style=\"text-align: justify;\"><em><span style=\"color: #ff00ff;\">egretnewseditor@gmail.com<\/span><\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>2 December 2011 Rwandan journalist Charles Ingabire killed in Uganda A Rwandan journalist living as a political refugee in Uganda has been shot dead, police say.
