{"id":21813,"date":"2025-09-24T20:11:34","date_gmt":"2025-09-24T20:11:34","guid":{"rendered":"https:\/\/egretnews.com\/?p=21813"},"modified":"2025-09-24T20:11:34","modified_gmt":"2025-09-24T20:11:34","slug":"cycling-event-cant-override-rwandas-abuses","status":"publish","type":"post","link":"https:\/\/egretnews.com\/index.php\/2025\/09\/24\/cycling-event-cant-override-rwandas-abuses\/","title":{"rendered":"Cycling Event Can\u2019t Override Rwanda\u2019s Abuses"},"content":{"rendered":"<p style=\"text-align: justify;\"><em>The\u00a0<a href=\"https:\/\/www.cyclingnews.com\/races\/uci-road-world-championships-2025\/map\/\">roads of Kigali<\/a>\u00a0are hosting the International Cycling Union Road World Championships, a proof of Rwanda\u2019s \u201cremarkable journey of transformation\u201d and \u201cwarm hospitality\u201d\u00a0<a href=\"https:\/\/ucikigali2025.rw\/about-the-championships\/#:~:text=Rwanda%20aims%20to%20become%20a%20continental%20hub%20for,increasing%20the%20contribution%20of%20sports%20to%20the%20economy.\">according<\/a>\u00a0to the sporting body. But the celebration of international cycling\u2019s flagship event cannot cover up Rwanda\u2019s abusive human rights record.<\/em><\/p>\n<p style=\"text-align: justify;\"><em><!--more--><\/em><\/p>\n<p style=\"text-align: justify;\"><em>Rwanda has\u00a0<a href=\"https:\/\/www.dw.com\/en\/rwanda-turning-to-sport-to-polish-international-image\/a-71535386\">invested heavily<\/a>\u00a0in global sports sponsorships and events as part of its development strategy. The country hosted major sporting events, including a\u00a0<a href=\"https:\/\/inside.fifa.com\/organisation\/congress\/fifa-congress-2023\">FIFA Congress<\/a>\u00a0and the\u00a0<a href=\"https:\/\/visitrwanda.com\/basketball-africa-league\/\">NBA Basketball Africa League<\/a>, and has contracted with renowned European football clubs Arsenal and Bayern Munich. \u201cVisit Rwanda\u201d is increasingly seen on athletes\u2019 jerseys as the country tries to position itself as a thriving hub for tourists, fans, and investors.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>But it\u2019s not enough for Rwanda to promote a positive image; it must silence criticism. Human Rights Watch has documented government suppression of criticism both\u00a0<a href=\"https:\/\/www.hrw.org\/news\/2024\/06\/14\/rwanda-respect-rights-during-elections\">within<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.hrw.org\/report\/2023\/10\/10\/join-us-or-die\/rwandas-extraterritorial-repression\">outside of its borders<\/a>, with critics having become victims of a wide range of tactics including killings and disappearances.\u00a0<a href=\"https:\/\/www.hrw.org\/news\/2025\/07\/18\/submission-to-the-universal-periodic-review-of-rwanda\">Years of harassment<\/a>\u00a0of real or perceived critics have all but shut down the space for independent media, opposition parties, and\u00a0civil society.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>The last remaining outspoken opposition leader, Victoire Ingabire, was\u00a0<a href=\"https:\/\/www.hrw.org\/news\/2025\/06\/24\/rwanda-opposition-leader-arrested\">arrested<\/a>\u00a0in June and faces serious criminal charges alongside 14 party members in a politically motivated trial. Five members of Ingabire\u2019s parties have died or disappeared under suspicious circumstances since 2017.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>A few hundred kilometers from the race, the Rwanda-backed M23 armed group has\u00a0<a href=\"https:\/\/www.hrw.org\/news\/2025\/06\/18\/dr-congo-m23-armed-group-forcibly-transferring-civilians\">committed war crimes<\/a>\u00a0in eastern Congo, including\u00a0<a href=\"https:\/\/www.hrw.org\/news\/2025\/08\/20\/dr-congo-m23-mass-killings-near-virunga-national-park\">the summary executions<\/a>\u00a0of over 140 civilians in July, some of the worst abuses since the group\u2019s resurgence in 2021.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>The cycling event risks being linked to abuses itself. Human Rights Watch\u00a0<a href=\"https:\/\/www.hrw.org\/news\/2021\/09\/27\/rwanda-round-ups-linked-commonwealth-meeting\">has documented<\/a>\u00a0that Rwandan authorities round up and arbitrarily detain sex workers,\u00a0<a href=\"https:\/\/www.hrw.org\/report\/2015\/09\/24\/why-not-call-place-prison\/unlawful-detention-and-ill-treatment-rwandas-gikondo#:~:text=This%20report%2C%20based%20on%20research%20conducted%20between%202011,Gikondo%20Transit%20Center%2C%20commonly%20known%20as%20Kwa%20Kabuga.\">street children<\/a>, and others deemed \u201cundesirable\u201d before high-profile international events. The event could also contribute to sports washing, using athletic events and partnerships to overshadow human rights violations. Sports federations\u00a0<a href=\"https:\/\/www.ohchr.org\/sites\/default\/files\/documents\/publications\/guidingprinciplesbusinesshr_en.pdf\">have an obligation<\/a>\u00a0to conduct human rights due diligence before major events, ensuring that they don\u2019t contribute to or cover up violations.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>Rwanda should stop targeting critics and put an end to abusive operations abroad.
