He forced her to become a sex slave, and eventually brought her to New York, where she was raped, beaten and threatened in brothels day after day<\/p>\n<p style=\"font-family: 'Helvetica Neue', Helvetica, Arial, sans-serif; font-size: 14px; line-height: 20.8px;\">Like so many other trafficking victims, Esperanza could not speak English. A man who saw the bruises on her body connected her with Safe Horizon, a program that specializes in helping trafficking victims; they helped to rescue her.<\/p>\n<p style=\"font-family: 'Helvetica Neue', Helvetica, Arial, sans-serif; font-size: 14px; line-height: 20.8px;\">On the other side of the world from Esperanza,\u00a0<a style=\"text-decoration: none; color: #da5724;\" href=\"http:\/\/iipdigital.usembassy.gov\/st\/english\/publication\/2012\/02\/20120228111748ael0.2619222.html\">Sina Vann<\/a>, in Cambodia, was taken as a sex slave when she was 13.<\/p>\n<p style=\"font-family: 'Helvetica Neue', Helvetica, Arial, sans-serif; font-size: 14px; line-height: 20.8px;\">Sina and the other girls were kept in underground cages &#8212; not able to see the difference between night and day. They were then brought into a room where they were raped by man after man.<\/p>\n<p style=\"font-family: 'Helvetica Neue', Helvetica, Arial, sans-serif; font-size: 14px; line-height: 20.8px;\">Sina was rescued in a raid organized by a former sex slave, Somaly Mam, who now runs an anti-trafficking program.<\/p>\n<table class=\"mceItemTable\" style=\"color: #000000; font-family: 'Helvetica Neue', Helvetica, Arial, sans-serif; font-size: 14px; line-height: 20.8px; text-align: start; margin-bottom: 5px; max-width: 600px;\" border=\"0\" cellspacing=\"0\" cellpadding=\"0\" align=\"center\">\n<tbody>\n<tr>\n<td style=\"vertical-align: top; max-width: 600px; border: 1px solid black;\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.gatestoneinstitute.org\/pics\/large\/1338.jpg\" width=\"600\" height=\"328\" border=\"0\" \/><\/p>\n<p style=\"font-size: 11.48px; margin: 4px 6px;\">Sina Vann (left) and Esperanza (upper right) were both kept as sex slaves and forced into prostitution as children, in Cambodia and the United States respectively.<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"font-family: 'Helvetica Neue', Helvetica, Arial, sans-serif; font-size: 14px; line-height: 20.8px;\">The fifteenth anniversary of the landmark\u00a0<a style=\"text-decoration: none; color: #da5724;\" href=\"https:\/\/www.govtrack.us\/congress\/bills\/106\/hr3244\">Trafficking Victims Protection Act<\/a>\u00a0(TVPA) of 2000 took place recently, on October 28.<\/p>\n<p style=\"font-family: 'Helvetica Neue', Helvetica, Arial, sans-serif; font-size: 14px; line-height: 20.8px;\">After hearing of the plight of many women in Eastern Europe, Congressman Chris Smith of New Jersey authored the Act to set forth the\u00a0<a style=\"text-decoration: none; color: #da5724;\" href=\"https:\/\/www.polarisproject.org\/what-we-do\/policy-advocacy\/national-policy\/current-federal-laws\">legal framework<\/a>\u00a0for prosecuting criminals involved in the crimes of modern day slavery, and to support traumatized victims in the U.S.<\/p>\n<p style=\"font-family: 'Helvetica Neue', Helvetica, Arial, sans-serif; font-size: 14px; line-height: 20.8px;\">In addition to strengthening U.S. laws, the TVPA also targeted human trafficking throughout the world. The State Department\u00a0<a style=\"text-decoration: none; color: #da5724;\" href=\"http:\/\/www.state.gov\/j\/tip\/rls\/tiprpt\/2011\/164221.htm\">annually reports<\/a>\u00a0on the efforts of all nations to combat trafficking. It also targets with sanctions on non-humanitarian aid countries that fail to meet minimum standards.<\/p>\n<p style=\"font-family: 'Helvetica Neue', Helvetica, Arial, sans-serif; font-size: 14px; line-height: 20.8px;\">Last year, thanks to their lack of effort to combat human trafficking, authoritarian regimes including Iran, Russia, Venezuela, and Zimbabwe, along with 19 other countries, were<a style=\"text-decoration: none; color: #da5724;\" href=\"http:\/\/www.state.gov\/j\/tip\/rls\/tiprpt\/2015\/243366.htm\">subjected to sanctions<\/a>.<\/p>\n<p style=\"font-family: 'Helvetica Neue', Helvetica, Arial, sans-serif; font-size: 14px; line-height: 20.8px;\">Nevertheless, even though from 2007 to 2014 there were a total of 218 new or amended anti-trafficking laws in the world, only a small percentage of the world&#8217;s trafficked victims are being rescued.<\/p>\n<p style=\"font-family: 'Helvetica Neue', Helvetica, Arial, sans-serif; font-size: 14px; line-height: 20.8px;\">The State Department&#8217;s Trafficking in Persons Report\u00a0<a style=\"text-decoration: none; color: #da5724;\" href=\"http:\/\/www.state.gov\/j\/tip\/rls\/tiprpt\/2015\/243364.htm\">estimates<\/a>\u00a0that more than 44,000 trafficking victims have been identified throughout the world, out of which the Department of Justice has gained\u00a0<a style=\"text-decoration: none; color: #da5724;\" href=\"http:\/\/www.state.gov\/j\/tip\/rls\/tiprpt\/countries\/2015\/243559.htm\">convictions in just 184 cases<\/a>.<\/p>\n<p style=\"font-family: 'Helvetica Neue', Helvetica, Arial, sans-serif; font-size: 14px; line-height: 20.8px;\">Compare this to the International Labor Organization\u00a0<a style=\"text-decoration: none; color: #da5724;\" href=\"http:\/\/www.ilo.org\/global\/topics\/forced-labour\/news\/WCMS_182109\/lang--en\/index.htm\">2012 estimate<\/a>\u00a0of a total of 20.9 million trafficked victims in the world, with hundreds of thousands in the United States.<\/p>\n<p style=\"font-family: 'Helvetica Neue', Helvetica, Arial, sans-serif; font-size: 14px; line-height: 20.8px;\">A\u00a0<a style=\"text-decoration: none; color: #da5724;\" href=\"http:\/\/www.un.org\/apps\/news\/story.asp?NewsID=49423#.Vjo5Ek3lu1s\">United Nations report<\/a>\u00a0also shows that trafficking among children is on the rise. One out of three trafficking victims is a child; girls and women make up 70% of trafficking.<\/p>\n<p style=\"font-family: 'Helvetica Neue', Helvetica, Arial, sans-serif; font-size: 14px; line-height: 20.8px;\">The media usually pays scant attention to their plight. A University of North Carolina\u00a0<a style=\"text-decoration: none; color: #da5724;\" href=\"http:\/\/www.cjr.org\/behind_the_news\/covering_sex_trafficking_journ.php\">study<\/a>\u00a0details how, when it comes to stories about sex trafficking victims, the media often fails to report the nature of the crime and the need for action.<\/p>\n<p style=\"font-family: 'Helvetica Neue', Helvetica, Arial, sans-serif; font-size: 14px; line-height: 20.8px;\">Only 16% of sex trafficking cases were covered as a human rights issue, according to the study, and 41% failed to mention possible solutions to the tragedy of human trafficking.<\/p>\n<p style=\"font-family: 'Helvetica Neue', Helvetica, Arial, sans-serif; font-size: 14px; line-height: 20.8px;\">Many newspapers\u00a0<a style=\"text-decoration: none; color: #da5724;\" href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2006\/08\/25\/AR2006082501261.html\">advertise &#8220;massage parlors&#8221;<\/a>\u00a0&#8212; often fronts for trafficking and prostitution rings &#8212; in their sports pages.<\/p>\n<p style=\"font-family: 'Helvetica Neue', Helvetica, Arial, sans-serif; font-size: 14px; line-height: 20.8px;\">At the forefront of trying to uncover massage parlors that are fronts for these rings has been, for example, the\u00a0<a style=\"text-decoration: none; color: #da5724;\" href=\"http:\/\/www.polarisproject.org\/what-we-do\/strategic-initiatives\">Polaris Project<\/a>, a Washington DC based anti-trafficking organization. It estimates that in the U.S. there are an estimated 9,000 massage parlors, in which, every day, 27,000 women are suffering in prostitution or forced human trafficking. The Polaris Project&#8217;s hotline has identified more than 2,000 cases of human trafficking related to massage parlors.<\/p>\n<p style=\"font-family: 'Helvetica Neue', Helvetica, Arial, sans-serif; font-size: 14px; line-height: 20.8px;\">In 2010, after years of pleas from the Polaris Project on behalf of victims of trafficking and prostitution,\u00a0<i>The Washington Post<\/i>\u00a0finally announced that it would\u00a0<a style=\"text-decoration: none; color: #da5724;\" href=\"https:\/\/www.polarisproject.org\/media-center\/news-and-press\/press-releases\/308-breaking-the-marketing-arm-of-human-trafficking-october-1-2010\">no longer accept ads from massage parlors<\/a>.<\/p>\n<p style=\"font-family: 'Helvetica Neue', Helvetica, Arial, sans-serif; font-size: 14px; line-height: 20.8px;\">Yet, fifteen years after the signing of TVPA, the fight continues.<\/p>\n<p style=\"font-family: 'Helvetica Neue', Helvetica, Arial, sans-serif; font-size: 14px; line-height: 20.8px;\">Esperanza and Sina are two of the very few lucky ones who have been rescued from human trafficking.
