Schools and theaters were destroyed&#8230;. churches were burned to the ground; graffiti in red paint on a church in Marseilles declared: &#8220;Mohammed was the last prophet&#8221;. Bank branches were ransacked and ATMs opened with chainsaws. Slogans were shouted: &#8220;death to the police&#8221;, &#8220;death to France&#8221;, &#8220;death to the Jews!&#8221;<\/em><\/p>\n<p><!--more--><\/p>\n<p style=\"text-align: justify;\"><em>&#8220;We are Muslims,&#8221; one angry protester shouted, &#8220;if the police kill us we have the right to kill; it is written in the Koran!&#8221;<\/em><\/p>\n<p style=\"text-align: justify;\"><em>Since the 1970s, France has welcomed an ever-increasing number of immigrants from the Muslim world&#8230; Only a tiny minority have assimilated into French society. The others live as they lived in their countries of origin. \u2014 Sorbonne University Professor Bernard Rougier, author of the book\u00a0Les territoires conquis de l&#8217;islamisme\u00a0(&#8220;The Conquered Territories of Islamism&#8221;).<\/em><\/p>\n<p style=\"text-align: justify;\"><em>Radical imams came from the Muslim world and allege that France is guilty of having colonized their countries, that Muslims should continue to live according to the law of Islam and that, in the imams&#8217; view, France should pay for its crimes. Many politicians have told the newcomers that France is racist and had exploited them.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>Criminal gangs formed and began ruling these neighborhoods. Radical imams justified the gangs&#8217; criminal activities by claiming that the French must pay for what they did in the Muslim world. French political leaders closed their eyes. Meanwhile, these Muslim neighborhoods have grown and crime from them increased.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>During the riots of 2005, then President Jacques Chirac asked imams to restore calm and promised to give even more money to Muslim neighborhoods. The police were ordered not to intervene in them at all; they fell entirely under the control of gangs and imams. It was then that these neighborhoods effectively became lawless &#8220;no-go zones&#8221; (zones urbaines sensibles), of which there are 750.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>President Emmanuel Macron suggested that creating a &#8220;French Islam,&#8221; supposedly quite different from Islam in the rest of the world, would be the solution, but he quickly gave up on that plan. He then said he wanted to fight against what he called &#8220;Islamic separatism&#8221; (the no-go zones, neighborhoods where Muslims live separately from the rest of the population). He, too, has done nothing.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>Macron seems to imagine that he has found explanations for these problems: Parents of rioters, he said, do not exercise their parental authority, and video games poison the minds of young people. The driver, 17-year-old Nahel Merzouk, is obviously dangerous, driving erratically, barely avoiding people crossing the street. The policeman\u00a0<a href=\"https:\/\/www.lefigaro.fr\/faits-divers\/nanterre-un-jeune-homme-tue-par-un-tir-de-policier-apres-un-refus-d-obtemperer-20230627\">shoots<\/a>\u00a0at the car. Merzouk is shot and dies shortly after.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>The police have witnesses, video surveillance, and\u00a0<a href=\"https:\/\/www.france24.com\/fr\/france\/20230706-mort-de-nahel-ce-que-r%C3%A9v%C3%A8lent-les-premiers-%C3%A9l%C3%A9ments-de-l-enqu%C3%AAte\">data<\/a>\u00a0showing that the driver has been implicated\u00a0<a href=\"https:\/\/twitter.com\/F_Desouche\/status\/1674145536671088640?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1674145536671088640%7Ctwgr%5E34a98372cabd34c1f81a4e3855e3640f82caf9b7%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2Fwww.fdesouche.com%2F2023%2F06%2F28%2Fnahel-tue-a-nanterre-apres-son-5eme-refus-dobtemperer-recuperation-et-indignation-a-geometrie-variable-de-lfi-charlotte-dornellas-analyse-le-jeu-dangereux-de-la-france-insoumise%2F\">five times<\/a>\u00a0for refusing to comply with police officers. He had been arrested a few weeks earlier for\u00a0<a href=\"https:\/\/twitter.com\/AmauryBucco\/status\/1674692034567782400?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1674692034567782400%7Ctwgr%5E2823028821aa8d72bab728cf2f0ac3a95d15194c%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2Fwww.fdesouche.com%2F2023%2F06%2F30%2Fnanterre-un-policier-temoigne-au-sujet-de-nahel-il-avait-un-comportement-execrable-il-etait-systematiquement-dans-la-provocation-coutumier-des-delits%2F\">disorderly conduct<\/a>\u00a0against police and consumption and sale of narcotics, and was shortly to appear before a judge. He was only 17, too young even to have a French driver&#8217;s license.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>That day, he was driving a rented $90,000 Mercedes with\u00a0<a href=\"https:\/\/www.watson.ch\/fr\/international\/france\/147829553-pourquoi-nahel-conduisait-une-voiture-immatriculee-en-pologne\">fake Polish license plates<\/a>. All of this information, apart from his age, was glossed over by the media and political leaders. The single video, filmed by a passerby on an iPhone and sent to the media, failed to show the entire incident.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>Before any investigation, and without any respect for the presumption of innocence, French President Emmanuel Macron immediately\u00a0<a href=\"https:\/\/www.lepoint.fr\/politique\/mineur-tue-a-nanterre-macron-evoque-un-acte-inexplicable-et-inexcusable-28-06-2023-2526553_20.php\">said<\/a>\u00a0that the policeman&#8217;s act had been &#8220;unexplainable&#8221; and &#8220;inexcusable&#8221;. Prime Minister Elisabeth Borne\u00a0<a href=\"https:\/\/www.leparisien.fr\/politique\/nanterre-lintervention-policiere-manifestement-pas-conforme-aux-regles-pour-borne-et-darmanin-28-06-2023-XKHCVR2XZNAEJJJKNXZ2YDBPEY.php\">said<\/a>\u00a0that &#8220;the law was not respected&#8221; by the policeman, and Yael Braun Pivet, the president of the National Assembly asked the deputies for a\u00a0<a href=\"https:\/\/www.bfmtv.com\/politique\/l-assemblee-nationale-observe-une-minute-de-silence-pour-nahel-tue-a-nanterre_VN-202306280648.html\">minute of silence<\/a>\u00a0in memory of the young driver.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>Merzouk&#8217;s mother\u00a0<a href=\"https:\/\/www.rtl.fr\/actu\/justice-faits-divers\/mort-de-nahel-un-garcon-gentil-serviable-et-respectueux-decrivent-ses-proches-7900279261\">told<\/a>\u00a0journalists that he had been a wonderful and kind person.\u00a0<a href=\"https:\/\/www.leparisien.fr\/faits-divers\/mort-de-nahel-lavocat-de-sa-mere-depose-plainte-pour-homicide-volontaire-et-faux-en-ecriture-publique-29-06-2023-DG2FWAHXXBG7VOWABGBPCNODQQ.php\">Several lawyers<\/a>\u00a0rushed onto television to say they were representing his family, and that the police had\u00a0<a href=\"https:\/\/www.tiktok.com\/@brutofficiel\/video\/7249718591438851355\">committed<\/a>\u00a0a &#8220;racist murder.&#8221; The politician Jean-Luc M\u00e9lenchon\u00a0<a href=\"https:\/\/www.bfmtv.com\/paris\/refus-d-obtemperer-a-nanterre-jean-luc-melenchon-veut-refonder-une-police-incontrolee_AN-202306270888.html\">stated<\/a>\u00a0that &#8220;no police officer has the right to kill,&#8221; and that any investigation into Merzouk&#8217;s past must immediately stop.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>The police officer who shot Merzouk has been indicted by a judge for\u00a0<a href=\"https:\/\/www.bfmtv.com\/police-justice\/mort-de-nahel-le-policier-mis-en-examen-pour-homicide-volontaire-est-place-en-detention-provisoire_AD-202306290669.html\">intentional homicide<\/a>\u00a0and jailed. His name and home address were\u00a0<a href=\"https:\/\/www.20minutes.fr\/justice\/4044759-20230707-mort-nahel-enquete-ouverte-apres-divulgation-oise-hebdo-identite-policier-auteur-tir-mortel\">leaked<\/a>\u00a0on social media, and his wife and children had to go into hiding.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>Matthieu Valet, president of the Independent Union of Police Commissioners,\u00a0<a href=\"https:\/\/www.dailymotion.com\/video\/x8m37e6\">spoke<\/a>\u00a0on television of the extreme difficulty of police work in dangerous French suburbs. In some neighborhoods, he said, the police were constantly threatened, and many officers felt betrayed by the president and the government. Macron, he continued, by arbitrarily accusing a policeman, no doubt hoped to avoid riots, but riots would take place nevertheless. He was right.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>The evening of June 27,\u00a0<a href=\"https:\/\/www.bfmtv.com\/paris\/nanterre-asnieres-mantes-la-jolie-nuit-de-tensions-en-region-parisienne-apres-la-mort-de-nael-17-ans_AN-202306280091.html\">riots broke out<\/a>\u00a0in all the major cities of France. Hundreds of cars, including police cars, were\u00a0<a href=\"https:\/\/www.marianne.net\/societe\/police-et-justice\/commissariats-attaques-bus-incendies-apres-la-mort-de-nahel-la-contagion-des-violences-urbaines\">burned<\/a>\u00a0and police stations attacked. Some were robbed by criminals who stole whatever weapons they could find there. The town halls of\u00a0<a href=\"https:\/\/france3-regions.francetvinfo.fr\/paris-ile-de-france\/yvelines\/un-incendie-detruit-la-mairie-annexe-du-quartier-du-val-fourre-a-mantes-la-jolie-2803955.html\">Val Fourr\u00e9<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.valeursactuelles.com\/societe\/val-de-marne-la-mairie-de-villeneuve-le-roi-incendiee-et-rendue-inutilisable-a-90\">Villeneuve-le-Roi<\/a>\u00a0were set on fire. Hundreds of stores were\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=VkrK10qAEr8\">looted and burned<\/a>. Delivery\u00a0<a href=\"https:\/\/www.courrier-picard.fr\/id428321\/article\/2023-06-30\/emeutes-amiens-un-poids-lourd-derobe-puis-incendie-devant-les-commerces-du\">trucks<\/a>\u00a0were stopped, looted, set on fire, and their drivers were pushed to the ground and beaten.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>The riots grew bigger.\u00a0<a href=\"https:\/\/www.bfmtv.com\/societe\/education\/emeutes-243-ecoles-et-etablissements-scolaires-ont-subi-des-degradations_AN-202307040311.html\">Schools<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.leparisien.fr\/val-de-marne-94\/emeutes-dans-le-val-de-marne-apres-les-multiples-degradations-place-a-la-reconstruction-05-07-2023-YM36KIQX75GXFO6JU7WKSWWYN4.php\">theaters<\/a>\u00a0were destroyed. The buses in the Seine-Saint-Denis\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=LmZK0Y9tJa4\">bus depot<\/a>\u00a0were torched; churches were burned to the ground;\u00a0<a href=\"https:\/\/www.valeursactuelles.com\/regions\/provence-alpes-cote-dazur\/bouches-du-rhone\/marseille\/faits-divers\/marseille-le-dernier-prophete-cest-mohamed-une-eglise-evangelique-vandalisee-par-des-tags\">graffiti in red paint<\/a>\u00a0on a church in Marseilles declared: &#8220;Mohammed was the last prophet&#8221;. This time, he said, many small towns experienced violence. In 2005, he pointed out, 10,000 police officers had been deployed; in June 2023 the number was\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=--envNJD66c\">45,000<\/a>, including units specialized in organized crime. In 2005, he recalled, no store had been looted and burned down in Paris; this time many were\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=xzmlbrBMp34\">destroyed<\/a>.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>A\u00a0<a href=\"https:\/\/www.francetvinfo.fr\/faits-divers\/adolescent-tue-par-un-policier-a-nanterre\/mort-de-nahel-une-marche-blanche-sous-tension-a-nanterre_5921636.html\">march<\/a>\u00a0to pay tribute to Merzouk was organized for the afternoon of June 28, in the town of Nanterre where he had been shot, at the request of his mother and the town&#8217;s communist mayor,\u00a0<a href=\"https:\/\/rmc.bfmtv.com\/actualites\/politique\/mort-de-nahel-qui-est-patrick-jarry-le-maire-de-nanterre_AV-202306300365.html\">Patrick Jarry<\/a>. A journalist from RMC radio station, Nicolas Poincar\u00e9,\u00a0<a href=\"https:\/\/rmc.bfmtv.com\/replay-emissions\/apolline-matin\/poincare-on-assiste-a-quelque-chose-de-plus-grave-encore-qu-en-2005_VN-202306300214.html\">described<\/a>\u00a0what he saw, &#8220;six thousand people, mainly veiled women and men of African and North African origin, some leftists&#8221;. Slogans shouted included &#8220;death to the police&#8221; and &#8220;Allahu Akbar&#8221; [&#8220;Allah is the greatest&#8221;].<\/em><\/p>\n<p style=\"text-align: justify;\"><em>&#8220;We are Muslims,&#8221; one angry protester\u00a0<a href=\"https:\/\/www.instagram.com\/p\/CuRP8KfNGnp\/\">shouted<\/a>, &#8220;if the police kill us we have the right to kill; it is written in the Koran!&#8221;\u00a0<a href=\"https:\/\/www.lepoint.fr\/societe\/emeutes-apres-la-mort-de-nahel-quel-bilan-05-07-2023-2527545_23.php\">Hundreds of police<\/a>\u00a0were injured, many seriously.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>As soon as the march ended, Poincar\u00e9 noted, demonstrators began to destroy street furniture. Several broke into a bank on the ground floor of an apartment building, then the entire building was\u00a0<a href=\"https:\/\/www.tiktok.com\/@brutofficiel\/video\/7249919178554051866\">set on fire<\/a>. The fire engine that came to try to put out the fire, he said, was attacked, adding:<\/em><\/p>\n<p style=\"text-align: justify;\"><em>&#8221; In 2005, no apartment building had been set on fire, and no monument had been attacked&#8230; [Now,] the memorial to Holocaust victims and members of the French resistance was vandalized and defaced with graffiti&#8221;.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>&#8220;This is an absolute outrage and a disgrace,&#8221;\u00a0<a href=\"https:\/\/twitter.com\/GOLDMANNAriel\/status\/1674430268495757318?ref_src=twsrc%5Etfw\">wrote<\/a>\u00a0the lawyer Ariel Goldmann on Twitter, posting a video of the vandalized memorial. &#8220;Nothing is respected&#8221;.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>&#8220;The riots,&#8221;\u00a0<a href=\"https:\/\/www.bvoltaire.fr\/emeutes-lautorite-de-letat-ou-le-chaos\/\">wrote<\/a>\u00a0the journalist Frederic Lassez, &#8220;come from a clannish France that thrives in so-called &#8216;sensitive&#8217; areas where Islamism and narco-banditry are rampant&#8221;. It appears, in fact, as if all the rioters with whom journalists were able to speak, do, in fact, live in the those &#8220;sensitive&#8221; areas. The French government at the time responded by granting massive financial aid to the Muslim quarter and its inhabitants. Sympathetic organizations later organized a &#8220;<a href=\"https:\/\/www.lyonmag.com\/article\/130125\/venissieux-marche-des-beurs-de-lyceens-40-ans-apres-la-premiere-edition\">March for Equality and Against Racism<\/a>&#8221; and demanded that all Muslim neighborhoods receive massive financial aid. Successive French governments spent hundreds of millions of euros to comply. In 1984, a group called\u00a0<a href=\"https:\/\/sos-racisme.org\/histoire-des-mobilisations-de-sos-racisme\/\">SOS Racism<\/a>\u00a0was created and accused French police of constant racism against young Muslims. The police were ordered by the government to avoid any incidents that could lead to accusations of racism.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>In 2005,\u00a0<a href=\"https:\/\/www.rtl.fr\/actu\/debats-societe\/comment-la-france-s-est-embrasee-apres-la-mort-de-zyed-et-bouna-en-2005-7900279414\">police wanted to arrest<\/a>\u00a0two young Muslim criminals, Zyed Benna and Bouna Traor\u00e9. The two teenagers had entered an electricity substation to hide and unfortunately were electrocuted. The police were\u00a0<a href=\"https:\/\/www.lejdd.fr\/Societe\/Affaire-Zyed-et-Bouna-les-policiers-sont-ils-des-justiciables-ordinaires-722820-3172292\">sanctioned and indicted<\/a>\u00a0for &#8220;not assisting persons in danger&#8221;. Riots broke out, lasted three weeks and only subsided because then President Jacques Chirac asked imams to\u00a0<a href=\"https:\/\/www.ouest-france.fr\/faits-divers\/violences\/emeutes-de-2005-comment-la-crise-setait-elle-terminee-03509a36-199b-11ee-b34a-b36553860272\">restore calm<\/a>\u00a0and promised to give even more money to Muslim neighborhoods. Sarkozy, however, did nothing. President Fran\u00e7ois Hollande, his successor, also did nothing.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>Macron suggested that\u00a0<a href=\"https:\/\/www.lopinion.fr\/politique\/islam-de-france-ce-que-macron-a-en-tete\">creating<\/a>\u00a0a &#8220;French Islam,&#8221; supposedly quite different from Islam in the rest of the world, would be the solution, but he quickly gave up on that plan. He then said he wanted to fight against what he called &#8220;<a href=\"https:\/\/www.youtube.com\/watch?v=Uq3HzdimYPc\">Islamic separatism<\/a>&#8221; (the no-go zones, neighborhoods where Muslims live separately from the rest of the population). He, too, has done nothing.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>In the past,\u00a0<a href=\"https:\/\/www.leparisien.fr\/faits-divers\/en-images-nuit-d-emeutes-dans-trois-quartiers-de-nantes-04-07-2018-7806360.php\">riots<\/a>\u00a0have\u00a0<a href=\"https:\/\/www.leparisien.fr\/faits-divers\/nuit-d-emeutes-a-grenoble-nuit-d-emeutes-a-grenoble-18-07-2010-1004923.php\">broken out<\/a>\u00a0following violent incidents in which young criminals from no-go zones resisted arrest. Each time, those who were punished were the police. The riots affected\u00a0<a href=\"https:\/\/www.lefigaro.fr\/faits-divers\/yvelines-nuit-d-emeutes-dans-une-cite-de-mantes-la-jolie-20220504\">one or two towns<\/a>, not the whole country, and after two or three days of destruction and looting, calm was restored.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>This time, however, the riots took on a scale that was unprecedented. The government appeared helpless and the country seemed on the verge of chaos. The police,\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=GB6dib-XFy8\">according<\/a>\u00a0to investigative reporter Laurent Valdigui\u00e9, were ordered to avoid any action that could lead to the injury or death of a rioter. The government believed that the result would just intensify the violence. &#8220;The government prefers that the conflagration calm down gradually,&#8221; Valdigui\u00e9 said, adding that the government did not want to declare a state of emergency for fear that such an announcement would not restore calm.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>Macron seems to imagine that he has\u00a0<a href=\"https:\/\/www.20minutes.fr\/societe\/4043743-20230630-mort-nahel-role-jeux-video-parents-reseaux-sociaux-essentiel-prise-parole-emmanuel-macron\">found explanations<\/a>\u00a0for these problems: Parents of rioters, he said, do not exercise their parental authority, and video games poison the minds of young people. His comments seemed completely disconnected from reality; social media was quick to mock them.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>Political leaders say that calm must return, but none of them offers a solution. The only exception is former journalist \u00c9ric Zemmour, now leader of the right-wing Reconquest party. On June 30, in a lengthy interview,\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=74VleTm-x9o\">Zemmour described<\/a>\u00a0the situation as the &#8220;precursor symptom of a civil war&#8221;, stressed that &#8220;civil war is almost here&#8221; and that it may well destroy the country. What is happening, he said, is &#8220;an ethnic uprising&#8221; resulting from &#8220;crazy immigration&#8230;. Macron has abandoned the police and chosen submission&#8221;. At present, Zemmour concluded, it would take &#8220;ferocious, firm and ruthless repression&#8221; to restore calm, but &#8220;there is no one among those in power ready to act in a determined way and make the necessary decisions.&#8221;<\/em><\/p>\n<p style=\"text-align: justify;\"><em>&#8220;The seeds of a civil war,&#8221; columnist Ivan Rioufol\u00a0<a href=\"https:\/\/www.causeur.fr\/emeutes-hidjab-nael-ces-effets-de-la-societe-ouverte-multiculturalisme-262539\">wrote<\/a>\u00a0on June 29, &#8220;are just waiting to explode&#8230;. Emmanuel Macron&#8217;s inconsistency puts France in mortal danger.&#8221;<\/em><\/p>\n<p style=\"text-align: justify;\"><em>A June 30 press release from the two main French police unions, titled &#8220;Now that&#8217;s enough,&#8221;\u00a0<a href=\"http:\/\/police.unsa.org\/IMG\/jpg\/2023-06-30_compresse_violences.jpg\">stated<\/a>:<\/em><\/p>\n<p style=\"text-align: justify;\"><em>&#8220;Today the police are in combat because we are at war. Tomorrow we will enter resistance and the government should be aware of this.&#8221;<\/em><\/p>\n<p style=\"text-align: justify;\"><em>It is not certain that the government is even slightly &#8220;aware of this&#8221;.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>In 2021, twenty retired French army generals published an\u00a0<a href=\"https:\/\/www.valeursactuelles.com\/politique\/pour-un-retour-de-lhonneur-de-nos-gouvernants-20-generaux-appellent-macron-a-defendre-le-patriotisme\">open letter<\/a>\u00a0addressed to the French government and Macron: &#8220;The situation is critical. France is in danger. Several mortal dangers threaten it&#8221;. The letter spoke of &#8220;suburban hordes&#8221; and of the &#8220;detachment of multiple parcels of the nation to transform them into territories subject to dogmas contrary to the French constitution&#8230; The violence is increasing day by day&#8230; those who run our country must imperatively find the courage necessary to eradicate the dangers&#8221;.<\/em><\/p>\n<p style=\"text-align: justify;\"><em>At the time, the letter was treated with contempt.
